Heather Campos
Assistant Director
Kings County Department of Public Health
Heather Campos is the Assistant Director at the Kings County Department of Public Health, where she has been a dedicated member of the team since 2016. Starting her career in the Human Services Agency before transitioning to Public Health, Heather has deep roots in the Central Valley, where she was born and raised and now resides in Hanford. She holds a Bachelor’s degree in Business Administration with a concentration in Human Resource Management. In her current role, Heather oversees a range of critical areas, including the Nursing Division and Clinical Services, the Home Visitation Program, and the Data & Systems team. She is also responsible for workforce development and personnel matters within the department. Heather takes pride in serving the community she calls home and is committed to the health and well-being of Kings County residents. Outside of her professional life, she enjoys spending time with her husband, Eric, her 13-year-old daughter, and their three dogs. Heather’s interests include watching sports (especially football and soccer), reading, and enjoying quality time with friends and family.
Jeff March

Episcopal Church of the Saviour
Jeff was born in New Castle, PA and grew up in Tonawanda, NY. He is a six-year U.S. Navy veteran and he worked for 24 more years as a Civil Service employee at NAS Lemoore, finally retiring as the NASL Information Technology Director. Jeff currently volunteers as the Community Engagement Coordinator at the Episcopal Church of the Saviour and Soup Kitchen in Hanford after serving as Church Administrator for six years. He is very active in the Episcopal Church and is in leadership positions at both the local and diocesan level. The Episcopal Church believes in living their Baptismal Covenant, the last line being “Will you strive for justice and peace among all people, and respect the dignity of every human being.” In addition to his participation in KPFP, Jeff is involved in numerous other community organizations focusing on meeting the needs of those less fortunate and on the margins of society. Jeff has lived in Kings County for over 45 years and is married to the Rev. Terry March, who is the Deacon at St. Paul’s Episcopal Church in Visalia.
Joey Cox
Director of Intervention, Prevention, and Support Services
Kings Community Action Organization
With a robust educational background and over four decades of professional experience, Joey has dedicated his career to understanding and supporting the development of children and families. Holding a Bachelor's degree in Psychology from the University of La Verne and a Master's degree in Education with a focus on Early Childhood from California State University Fresno, Joey has a deep understanding of child development and family dynamics. Since 2004, Joey has been the Director of Intervention, Prevention, and Support Services at Kings Community Action Organization. In this role, he oversees a wide range of programs, including those focused on domestic violence, sexual assault, human trafficking, elder abuse, and homelessness prevention. His responsibilities include hiring and training staff, developing curriculum, maintaining program records, and ensuring compliance with grant requirements. Joey also manages the Barbara Saville Women’s Shelter and various support programs for vulnerable populations.
Prior to this, Joey worked extensively with developmentally disabled adults and children. He served as a Child Development Specialist at the Woodlake Family Resource Center, where he assessed children for developmental delays and provided training to staff and families. Additionally, Joey has taught child development classes at West Hills Community College and the College of the Sequoias, sharing his expertise with future educators.
Throughout his career, Joey has been a passionate advocate for families, providing crisis support, parenting education, and resources for adolescent mothers. His research on adolescent pregnancy and child development has contributed valuable insights to the field.
On a personal note, Joey is a devoted spouse and parent to five children, two of whom are diagnosed with Autism. His family experiences have enriched his understanding and empathy, making him a compassionate and effective leader. Known for his playful, energetic, and humorous nature, Joey continues to embrace new challenges and strives to make a positive impact in his community.

Leana Cantrell
Executive Assistant
Kings County Office of Education
Leana Cantrell works with the Kings County Office of Education; she currently serves as the Executive Assistant to the Kings County Superintendent of Schools. Prior to this position, she spent seven years as the Events Technician coordinating the county-wide student events and special programs. She has also assisted with grant oversight and program planning for the ASES Afterschool Programs run by the Kings County Office of Education. She was born and raised in the Central Valley. She attended K-8th on the Naval Base in Lemoore and is a graduate of Hanford High School and West Hills College. After attending West Hills, she moved on to Fresno Pacific University to study Organization Leadership. Leana is a big advocate for supporting local businesses and strongly values giving back to the community that raised her.
Jessika Schneider
Outpatient Program Manager
Champions Recovery Alternative Programs, Inc.
Jessika Schneider has been an Outpatient Program Manager for Substance Use Disorders at Champions Recovery Alternative Programs Inc. for two years; however, Jessika has been in the field of Substance Use Disorders for 11 years. Aside from Administrative duties, Jessika's overall day-to-day entails helping people, which happens to be her passion. Jessika gets to work, learn, and grow with an awesome team to assess, place, and link individuals struggling with Substance Use into our services as well as services within the community. Jessika completed High School in 2006 and continued her education at the University of Phoenix, where she earned a Bachelor’s in Human Services and a Master's in Business Administration. Jessika has been with her rock (aka her husband) for 13 years and has two amazing kiddos who keep their life full of unexpected surprises. Inside the normal Monday through Friday home life schedule, some of the things Jessika enjoys include working out, catching up on shows, and staying involved with her kid’s school activities as well as community events. Outside the normal Monday through Friday home life schedule, she spends a lot of time with her family and friends. They love their lake days, camping, and traveling when they can.
Valeria Alvarez

Valerie Alvarez is the Director of Community Integration for Adventist Health Central Valley Network. She has been part of the Adventist Health family for 15 years. During this time, she has developed community programs such as the Mobile Care Clinic, Adopt-A-Family Program, and Inspire Hope. These programs help serve the mission of Adventist Health to live God’s mission to inspire health, wholeness, and hope. Valerie is also the chair of the South Valley Chapter of Make A Wish. Valerie was born and raised in Corcoran, CA. Coming from a small town helps her strive to provide the resources needed in rural areas that are not easily accessible. In her spare time, she enjoys spending as much time with her daughter Brielle, playing co-ed softball with her family, traveling with her sister and brother-in-law, and entering BBQ competitions with her boyfriend. Serving the community in as many ways as she can to better the life of the community she lives in is her personal mission.
Nathan Lacle

Nathan Lacle is the COO for MindDivers Inc. and MindCure 501 (c)(3). Nathan has been heavily involved in setting up behavioral health programs in various disciplines for the past 10 years. He also conducted county mental health plan reviews, where he provided consultations, systems improvement recommendations as a EQRO reviewer for DHCS. He holds a master’s degree in public administration, organizational leadership, and in psychology. He is a doctoral candidate in clinical psychology and a six-sigma green belt. Nathan previously collaborated with several international governments on mental health system implementations. Nathan is also the CEO of The Key Leadership Solutions Inc., where his team provides Executive leadership coaching and business consulting for a diverse range of businesses in different industries. He enjoys going hiking, baseball, and formula 1 racing. Nathan is an advocate for quality rural mental health care and mental health literacy. As an immigrant he has immersed himself in the local culture and is passionate to work towards closing gaps in mental health care.
Debbie Williams

Debbie Williams, Sr. Branch Manager Hanford Branch has worked in the financial industry for 30+ years, with extensive experience in lending for both businesses and consumers, building relationships, business acumen, and community involvement. As a seasoned branch manager, she is passionate about advancing her teams growth and development. In addition to volunteering at many local events she is also involved in with the Hanford Chamber of Commerce as the 24/25 President, serves as board member on the Adventist Health Philanthropy board, as well as Captain for Kings/Tulare Alzheimer’s association. Outside of the office, Debbie enjoys shooting sporting clays with her husband, spending time with family, and is a big 80’s music fan (Debbie used to be a DJ).
Victor Perez Jr.
Director of Children's Program Services
United Cerebral Palsy Central California (UCPCC+)
Victor has been a cornerstone of UCPCC+ for over 25 years, starting as a 1:1 Aide in the Inclusion Program and evolving through roles such as Early Interventionist, Inclusion Coordinator, and Early Start Manager, to his new position as Children's Program Director. His dedication to serving the families of Kings County has been fueled by the inspirational stories of the children and parents he's worked with, witnessing their growth and achievements like attending colleges and giving back to their communities. Victor values the incredible team of past and present staff members who have created a trustworthy, supportive environment for the families of Kings County. He's committed to building on the foundation laid by previous leaders, whose legacy of heart, strength, and knowledge continues guide the program. Outside of work, Victor enjoys quality time with his family, church activities, and date nights with his wife, whom he deeply admires.
Brenda Tamayo-Pagan
Program Manager for Mental Health Services Act

Brenda Tamayo-Pagan is a dedicated public servant with deep roots in Kings County, where she was raised and has worked her entire professional life. Her extensive experience in the region has given her a unique understanding of the complexities and disparities that exist within Kings County.
Currently serving as the Program Manager for Mental Health Services Act at Kings County Behavioral Health, Brenda oversees crucial mental health initiatives, innovation projects, and community outreach. She is committed to increasing access to services in rural communities, recognizing the unique challenges faced by residents in these areas.
With over 17 years of experience at Kings Community Action Organization, Brenda held positions of increasing responsibility, including Assistant Director and Program Manager of Head Start & Child Development.
She holds a Bachelor's in Psychology with a minor in Organizational Leadership from Brandman University and is pursuing a Master's in Organizational Leadership from UMass Global. Her expertise is enhanced by various certifications, including Data Analytics and Family Development.
Passionate about helping others thrive, Brenda is dedicated to enhancing community services and addressing disparities in Kings County. Through her strong community relationships, deep understanding of available resources, and commitment to advocacy, she is empowered to improve access to essential services for all residents.
Outside of her professional life, Brenda cherishes spending time with her family and her Maltipoo, indulges in reading, and loves taking trips to coastal destinations.
