KPFP Recognition Event
As we say good bye to Red Ribbon Week for another year, I would like to congratulate all of the winners from this year's Prevention Recognition Event. Each year when we gather at this event to acknowledge each other's work, I feel a great deal of pride being a part of a community such as ours that has so many great programs and people to offer.

Each year, through this event, I learn about more new, and sometimes old programs, and I always meet new people. One of the goals of this event has been to help develop awareness of prevention in the community. This seems to be working, at least from my perspective.

To the right is a photo from the Kings Partnership For Prevention Community Breakfast with Keynote SpeakerMajor Jeffery Moore of the National Guard.

This edition of the newsletter brings you information about prevention issues and initiatives in and around Kings County. Sometimes looking at the bigger picture can help us to focus when we return our attention on home and local issues. I know the next few months are an extremely busy time of the year. I wish you the best this Fall as you embark on the next season of prevention.

Kings county foster children Toy DriveAnnual Kings County Foster Children’s Christmas Present Donations

On behalf of Kings County's foster children, the Kings County Human Services Agency/Child Protective Services Division is eager to fulfill some of the Christmas wishes of our special children ages 0 to 18 years. These children include those who are dependents of the Kings County Juvenile Court, as well as children of families who are voluntarily accepting services through our Agency.

The holiday season can be very difficult for these children.  It is for this reason that we are reaching out to you, the cornerstones of our community, to aid us in this endeavor.  We are requesting gift donations for the specific gender and ages as stated below. In attempting to organize and prepare ourselves to provide these children with a Christmas gift, we have prepared a card for each child currently in foster care with their gender and age.

As the representative of the Foster Children’s Christmas Gift Committee and the Agency, it is requested that all organizations interested in participating in this year's Christmas present donation project reply to this letter by Friday, November 16, 2009, with the amount of cards desired.

Presents need to be dropped off, unwrapped, or in a gift bag at Rossen Hall in the Kings County Government Center by December 4, 2009.  It is important gifts are received by this date due to a need to wrap and distribute all of the gifts to these children who may be in placement throughout the state of California by December 22, 2009 so that the children can enjoy the gifts on Christmas Day.

The following is approximately the ages and amount of children currently receiving services from the Agency that we are requesting gift donations for:

235 Boys: 0-18 years of age
225 Girls: 0-18 years of age

If your organization would like to participate or if you should have any questions, please contact Kelly Avila at (559) 582-3211 ext. 4954 or send an email (kelly.avila@co.kings.ca.us) with the number of cards that you are requesting and where the cards should be sent.

Call Your Member of Congress in Support of Screening, Brief Interventions and Referral to Treatment Today

BACKGROUND
On Thursday, October 29th, the House released its healthcare reform bill, the Affordable Healthcare for America Act. The bill is a combination of the House Tri-Committee language (comprised of the Education and Labor, Energy and Commerce, and Ways and Means Committees). A vote on this legislation could happen in the House as early as this week. Although the House merged bill contains a number of strong provisions for substance use disorder services, the legislation does not include substance use screening and brief intervention services as reimbursable preventative services, a provision that was a part of the Education and Labor Committee approved bill.

WHAT YOU CAN DO
Please call your member of Congress today and ask them to support including SBIRT (Screening, Brief Interventions, Referral to Treatment) as part of the revised House bill. You can reach them by calling the Capitol Switchboard at 202-224-3121 and asking for their office. (If you don't know who your member of Congress is, you can find out by going to http://capwiz.com/cadca/home/ and entering your zip code.)

tobacco free kidsBan on candy flavored cigarettes takes effect

As of today, tobacco companies will no longer be able to produce candy and fruit flavored cigarettes!

While several provisions of the law authorizing the Food and Drug Administration (FDA) to regulate tobacco products have already taken effect, this is one of the most significant. Thanks to the effort of thousands of advocates like you, Congress passed this legislation, the president signed it into law and kids are now protected from the lure of products like Camel’s Twista Lime, Kauai Kolada, Margarita Mixer, Warm Winter Toffee and Winter Mocha Mint to name just a few.

Of course, there will be a lot of news coverage on this and Big Tobacco will be operating at full speed to get their talking points in every newspaper in the country. So, how about we give them a run for their money?

TAKE ACTION: Write a brief letter to the editor of your local newspaper. We will provide you talking points and deliver the letter electronically for you. This is a great day for America’s kids and what better way to celebrate than by spreading the word with a letter to the editor today.

Prevention: Wellness FundLandmark Investment in Prevention: HHS Announces Stimulus Prevention and Wellness Fund

The U.S. Department of Health and Human Services released the American Recovery and Reinvestment Act’s (ARRA) Prevention and Wellness Fund. The initiative, entitled Communities Putting Prevention to Work, will create healthier communities across the nation through innovative and proven approaches that address physical activity, nutrition, obesity, and tobacco use.

The dedication of these funds represents a “historic and long overdue investment in communities that will achieve long-term, lasting improvements in physical activity, nutrition, weight, and tobacco cessation” said HHS Secretary Kathleen Sebelius; it is also the culmination of a national movement for prevention that many of you a played a part in. We commend every one who worked to advocate that prevention belonged in ARRA. As an organization whose mission is directly tied to the advancement of prevention, this is an incredible opportunity and success.

Prevention advocates must now work together to ensure that these dollars have the greatest impact possible. By investing in quality prevention that promotes equitable health and safety outcomes, community engagement, and multi-sector collaboration, and emphasizing broad-scale, sustainable change, funded communities and those of us who support their efforts hold the keys to success.

Please FORWARD this alert to others interested in primary prevention and encourage them to JOIN THE NETWORK so they too can be informed as new prevention-related resources are released.

Congressional Recess Guide: Opportunities to Weigh in on Safe and Drug Free Schools and Communities

As you are likely aware, the full House, as well as the Senate Appropriations Committee have voted to eliminate the State Grants portion of the Safe and Drug Free Schools and Communities (SDFSC) program. Although Congress is currently in recess, there is still time to weigh in with the members of your congressional delegation, as most of them will be spending extended periods of time in their home state and district offices. During this time, it is critical that your members hear from you about the importance of restoring funds to this program.

To that end, CADCA has developed a recess guide, designed to help you maximize your opportunities to weigh in with your congressional delegation; either by setting up appointments to meet directly with your members of Congress, or working with your local government to introduce a resolution in support of restoring funding to the State Grants portion of the SDFSC program, and presenting it to your federal representatives.

Please click here to access the guide: Congressional Recess Guide: Opportunities to Weigh in on Safe and Drug Free Schools and Communities.
