Welcome to 2010. Kings Partnership for Prevention will be kicking off the New Year with their first general meeting to be held on January 15th at Hannah's house at 10:00 AM. You can view the details of this meeting and all of our other meetings on our website calendar page at www.kpfp.org.
Included in this newsletter is a brief survey that is important to further the work of the Coalition. We are in the process of updating our strategic plan for 2010-2012 and would like to have your input. Your perceptions about the needs and issues of your local community are very important to us. Mental Health Services Act Prevention and Early Intervention Planning Council
Please mark your calendars as RDA and Kings County BHA are hosting the next planning council meeting and your participation is vital during this process as you have assisted greatly in the initial stages of the development of this planning effort.
RDA will be providing an update on how the planning process has been going and what they have identified thus far, as well as cover other important elements of this planning process that require the Planning Committees attention.
The next Planning Council meeting will be January 19, 2010 at Kings County6 BHA, Suite B from 1-3 pm.

Kings United Way is pleased to announce the 211 System is up and running!
I am sure that you've heard already, but just in case you haven't, Kings United Way has the 211 system up for Kings County. We wanted to make sure that we are all getting as much info to them as possible on services that are available in the community. The operators will be using the kings 211 website to pull the info/referral for caller. So we want to make use that resources are provided to Kings United Way so they can make sure the operators have access to the info.

Corcoran High School After School Program
The Corcoran High School After School Program held every Thursday at 3:30pm in room 31. 
Please distribute to any CHS students who would be interested in being part of the program. Students will learn teen pregnancy prevention, STD/HIV prevention, and refusal skills. Also they can become part of the Board Of Outstanding Youth Advisors (BOOYA) and receive leadership training, event planning, and service-learning education. These students will help plan the 5th Annual Teen Summit.

"Mental Health Court"
Overview:
The Bureau of Justice Assistance, in coordination with the Substance Abuse and Mental Health Services Administration, administers the Mental Health Courts Program. This program funds projects that seek to mobilize communities to implement innovative, collaborative efforts that bring system wide improvements to the way the needs of adult offenders with mental disabilities or illnesses are addressed.
Mental health courts are a recent phenomenon and require collaboration and consideration from practitioners in both the criminal justice and mental health fields. Mental health courts typically involve judges, prosecutors, defense attorneys, and other court personnel who have expressed an interest in or possess particular mental health expertise. The courts generally deal with nonviolent offenders who have been diagnosed with a mental illness or co-occurring mental health and substance abuse disorders. In the summer of 2008 a group of Mariposa County Unified School Distract Special Ed students went to Pioneer Market to conduct a unique Service Learning project. The result of that project has gone state wide as the Keep California Beautiful campaign!
You may have seen the stenciled message on the Pioneer Market sidewalk, "GOT YOUR BAGS?". Well, you might just see that image all over the state. In fact, Keep America Beautiful is now considering adopting it as the national campaign.
From a mere moment of inspiration at a conference the pebble of local action is spreading ripples in every direction.

Alcohol Ads More Likely to Be in Popular Youth Magazines

Alcoholic beverages popular among youths are more likely to be advertised in magazines with high youth readership than alcoholic drinks consumed mainly by adults, resulting in disproportionately high youth exposure to such targeted alcohol ads, according to a new study.
Researchers at the Boston University School of Public Health, Johns Hopkins Bloomberg School of Public Health, and Virtual Media Resources who conducted the study — published in this month's issue of the Journal of Adolescent Health — say their findings present the strongest evidence to date that alcohol companies are targeting youths through magazine advertising.
They note that three major trade associations representing the alcoholic beverage industry - the Wine Institute, the Beer Institute, and the Distilled Spirits Council of the United States - have publicly stated that they do not advertise to underage youths.
"Alcohol companies are deceiving us," said Dr. Michael Siegel, professor of community health sciences at Boston University School of Public Health and a co-author of the study. HHS’ SAMHSA’s NATIONAL REGISTRY OF EVIDENCE-BASED PROGRAMS AND PRACTICES (NREPP) HIGHLIGHTS COMPARATIVE EFFECTIVENESS RESEARCH
The Substance Abuse and Mental Health Services Administration recently added a new search feature to its National Registry of Evidence-based Programs and Practices (NREPP) Web site. The feature allows users to identify NREPP interventions that have been evaluated in comparative effectiveness research studies.
Both the Obama Administration and the U.S. Congress have championed additional investments in comparative effectiveness research to enhance public understanding about which healthcare interventions are most effective in different circumstances and with different patients. The new NREPP feature can provide added information for States and communities seeking to determine which mental health and substance abuse prevention and treatment interventions may best address their needs. To use this new search feature, interested parties should go to the NREPP Web site (www.nrepp.samhsa.gov ), click on the “Find Interventions” tab, click in the checkbox labeled “Evaluated in comparative effectiveness research studies.”

OSDFS RE-PRESENTING IN-DEPTH WEB COURSES FOR PROFESSIONAL DEVELOPMENT—THIS WEEK—SPOTLIGHT ON SCHOOL CONNECTIVENESS
As part of training for OSDFS grantees a series of in-depth one week, step-by-step trainings were originally were developed around the topics of bullying, Gangs, School Connectedness, Truancy, Underage Drinking and several others. These continuing education workshops were presented as live online events and are now available for your use as professional development tools in prevention.
The first one that we are re-offering to you is on School Connectedness. It was initially offered in 2006 by the National Training and Technical Assistance Center for Drug Prevention and School Safety Program Coordinators with funding from the Office of Safe and Drug-Free Schools, U.S. Department of Education. These strategies are still in use.
OSDFS is in the process of updating some of the other Titles and will be offering them soon.

New Campaign Targets Health Care Providers:
Providers Urged to Treat the Disease of Nicotine Addiction
What if a patient were struggling with a serious disease and her health care provider did nothing to treat it? That happens whenever a patient suffering the disease of nicotine addiction leaves a provider's office without getting help to quit. Fortunately, providers everywhere are realizing that this deadly addiction can and must be treated. A new campaign is helping to remind them.
With a grant from the Centers for Disease Control, the California Smokers' Helpline has created a communications campaign targeting health care providers statewide. It urges providers to ASK their patients if they use tobacco, ADVISE the ones who do to quit, and REFER them to the Helpline for free telephone counseling.
Launched in October and running through June 2010, the campaign includes ads and an article on "Treating Patients with Nicotine Addiction" in health care provider publications, banner ads on their websites, and postcards sent to over 23,000 health care professionals throughout the state, including members of the California Academy of Family Physicians, California Association of Physician Assistants, California Primary Care Association, California Society of Health-System Pharmacists, and California Safety Net Institute.

Incentive for Increasing Referrals
And, just as a reminder, the Helpline is also offering a small incentive -- a $100 VISA debit card -- to local tobacco control programs for increasing referrals to the Helpline from the health care providers in their counties from July 1, 2009 to June 30, 2010. Click here for more details.

Nationwide Public Health Alert
Life-Threatening Risk Posed by Cocaine Laced with Veterinary Anti-Parasite Drug
SAMHSA is alerting medical professionals, substance abuse treatment centers, and other public health authorities about the risk that substantial levels of cocaine may be adulterated with levamisole—a veterinary anti-parasitic drug.
There have been approximately 20 confirmed or probable cases of agranulocytosis (a serious, sometimes fatal blood disorder), including two deaths, associated with cocaine adulterated with levamisole. The number of reported cases is expected to increase as information about cocaine adulterated with levamisole is disseminated. Read more

Landmark Investment in Prevention: HHS Announces Stimulus Prevention and Wellness Fund
The U.S. Department of Health and Human Services released the American Recovery and Reinvestment Act’s (ARRA) Prevention and Wellness Fund. The initiative, entitled Communities Putting Prevention to Work, will create healthier communities across the nation through innovative and proven approaches that address physical activity, nutrition, obesity, and tobacco use.
The dedication of these funds represents a “historic and long overdue investment in communities that will achieve long-term, lasting improvements in physical activity, nutrition, weight, and tobacco cessation” said HHS Secretary Kathleen Sebelius; it is also the culmination of a national movement for prevention that many of you a played a part in. We commend every one who worked to advocate that prevention belonged in ARRA. As an organization whose mission is directly tied to the advancement of prevention, this is an incredible opportunity and success.
Prevention advocates must now work together to ensure that these dollars have the greatest impact possible. By investing in quality prevention that promotes equitable health and safety outcomes, community engagement, and multi-sector collaboration, and emphasizing broad-scale, sustainable change, funded communities and those of us who support their efforts hold the keys to success.
